That's the word as of this morning, courtesy of Jonathan Feigen. In today's notebook, Feigen talks about Lowry's medical status:

Guard Kyle Lowry, who has been out with a bacterial infection since March 8, is scheduled to have the catheter in his right arm removed Thursday — a key step in his recovery — and hopes to play again this season.

Lowry will still undergo antibiotic treatments orally for two more weeks and will be tested again April 7. But with the catheter removed, he will be permitted to work out after weeks of inactivity.

Yikes. I did not realize the reason he couldn't practice is he had a catheter in his arm. This must be a very frustrating situation for Lowry, but the most important thing is he gets healthy. If removing the catheter means he can start working out again, maybe he can be back in early April. Right now, the Rockets still may end up in the playoffs. If they can get Lowry back in time for that, well, they'll be a very tough matchup for OKC.
