The Rice Owls are not a regular to a bowl scene, so for their appearance in the 2012 Armed Forces Bowl they will bringing out a special helmet. Rice is playing Air Force and will be showing off their national pride with helmets that will feature an American flag-themed logo:

Playing in a military-themed bowl and playing a service academy, it makes sense for Rice to honor the armed forces with their trademark 'R' transformed into an American flag.
There is no word about if Rice will wear any specific uniform, nor is there any news about Air Force pulling out any special uniform for the occasion. The Falcons do have options since they have worn some patriotic uniforms during the past few years, so it is possible that they could bring out a special uniform.
